Sammy Phillip Parks, 71, resident of Wheeling, WV, passed away on Sunday December 28, 2025 at Ohio State Hospital.
He was born on July 9, 1954 in Wheeling, WV, son of the late Sam and Lucy (Conner) Taggart.
In addition to his parents he was preceded in death by his grandmother, Sarah Kendall and sister, Kimmy Parks Taggart.
Sammy was a horse trainer at various race tracks in the US and was retired. He was a Christian by faith, loved the Pittsburgh Steelers and Nascar.
Sammy is survived by his significant other, Debra Fristick; children, Crystal (Ryan) Joseph, Charles Walenciej, Daniel (Sarah) Wright; granddaughters, Shayla and Carmen; 3 sisters, Billie Mae, Susan Jane and Trudy Gene; 1 niece, Andrea (Jimmy) Campbell; great-niece, Breauna (Kevin) Freeman; nephews, Jason, Josh and Billyjoe and many great-nieces, great-nephewss and cousins.
There will be no visitation. Services and a celebration of life will be held in the near future.
