Elliott, Randy Frank, 69, of Wheeling, WV, passed away on Wednesday, April 22, 2026 at Liza’s Place.
He was born on November 29, 1956, in Wheeling, WV, son of the late Frank Nelson and Martha Mroczkowski Elliott.
Randy was a retired car salesman at Straub Honda and a member of St. Mark Evangelical Lutheran Church. He also was a military historian.
He was generous, kind, fun loving, and had a great sense of humor. He loved cars, especially his prize Mustang show car, fireworks, and his beloved dog, Barney.
In addition to his parents, Randy was preceded in death by his step niece, Cailyn Phinney; and his beloved dog and best friend, Barney.
Randy is survived by his brother, Scott N. (Lisa) Elliott of Washington, PA; cousin, Alexis (Jim) Pugh of Winter Park, FL; two step nieces, Jillian Phinney and Marie Phinney; and a step great-niece, Aubrey Phinney.
Friends will be received on Friday, April 24, 2026 from 1:30 PM – 2:45 PM at Kepner Funeral Homes, 166 Kruger Street, Wheeling, WV (304-242-2311). A graveside service will then be held at 3:00 PM at Greenwood Cemetery, 1526 National Road, Wheeling, WV with Reverend Timothy Crummitt officiating.
Memorial contributions may be made to a charity of the donor’s choice.
